You have a few different options to help you with removing your home-made lake dock from the water. One is to use a winch. The Taylor Made Roll-In Dock Wheel part # 3691224 is designed to fit a pretty particular application as wheels that can be added to a Taylor MAde Dock to help roll it in and out of the water. It requires a 1-5/8" - 1-15/16" diameter axle. In this case that can be a stiff pipe with that diameter that allows you to slide the wheel on then use a clevis pin to secure it. It could also be large bolts that you could do the same with it.

The B78-13ST tire size you currently have on your trailer is equivalent to an ST175/80-13 so you can make this swap without an issue using your existing wheels. Since you don't actually pull the trailer much at all and any towing you do is on rougher/off-road terrain I recommend going with a bias ply tire. A bias tire has a stiffer sidewall than a radial which just makes it the better option for this type of application.

I recommend using the Erickson Industrial-Grade Truck/Trailer Tarp # EM57051 for covering your empty boat trailers. This tarp is 12' wide by 24' long so you will be able to cover the wheels and tires to protect them from UV damage as well. Brass eyelets and steel D-rings run along the outer edges for multiple tie-down points to secure it to the trailer and prevent wind damage.

For dragging something without wheels that weighs 1,300 lbs up a slight incline the best option is a utility winch with over twice the capacity needed to get the job done. As far as compatibility goes, you will want to measure where your weld-stops sit and see if they match up see if you can easily just slip in the new landing gears. Based on what you are doing I would recommend you use a Dutton-Lainson Worm Gear Hand Winch # DL10954. Worm gear winches are great for hoisting things because the load cannot reverse the direction of the winch and there is no free wheel option. Check out the review video for this product for you.
